I'm on PHP 5. Like the others have mentioned I assume this is a memory bug that is triggered when IIS recycles its application pool. Load a php program. Now go into IIS, on the left side double click on the computer name and then you'll see "Application Pools", now click on it. Now click on "DefaultAppPool" and then on the right side of the screen you'll see "Recycle Now after you clicked on "Recycle Whoever fixes this bug will be my personal hero.
